Hundreds of trade unionists and community campaigners demonstrated at Wallasey Town Hall in Wirral, Merseyside, to demand that the Labour council refuses to set a cuts budget.
Councillors were debating a budget proposal that would see ÂŁ49 million cuts made.
Ross Quinn, of Wirral United Against Cuts, presented a petition with 8,000 signatures to the council calling on them to defy the government.
