Perhaps they overlooked the inconvenient fact that asbestos kills; in fact, breathing in just one fibre can cause fatal illnesses - and you probably won't even know it is there. That's why there are strict procedures for asbestos removal, including consulting with local union health & safety reps.
Problem is, of course, that said reps might insist on stringent protection for staff, which might mean the job costs a bit more, or takes a bit longer, or - shock, horror - causes disruption to the service. And we can't be having that now, can we?
